The Tarragona Provincial Council has assumed leadership of this project from the outset, and is therefore the representative and coordinating body of the project. This institution is the supramunicipal local administration that covers a territory of 10 districts, divided into two territorial areas: Camp de Tarragona and Terres de l'Ebre. Its actions and services span 181 municipalities and an overall population of 791,638 people (Data from 2016). It is organised into areas and units, with emphasis on results-oriented direct action in the exercise of its responsibilities through the Municipal Assistance Service, the Territorial Assistance Service, the Citizen Assistance Service and Human Resources and Active Employment Policies. The coordination and supervision functions of the PECT in the Tarragona Provincial Council will be carried out by the European Projects and Knowledge-based Region Unit. This unit, which reports directly to the Office of the President and Planning, aims to act on the identification of projects and opportunities from European programs and bids to promote the province within the framework of the Strategy for the Smart Specialisation of Catalonia (RIS3CAT) and the Europe 2020 Strategy; in the generation of cooperation actions between local governments and between these and the territory's socioeconomic actors and, in general, in the implementation of economic development projects.

It therefore has sufficient technical capacity and intends to carry out the task of coordination, and also has the other Provincial Council support services for administrative matters. This allows for reaching all territories and actors, and to achieve efficient and effective management of the project.

Patronat de Turisme

The Tourism Board of the Tarragona Provincial Council is an autonomous body that manages and promotes the Costa Daurada and Terres de l'Ebre as tourist destinations. The Board supports the marketing of the two brands with the aim of contributing to the structuring and qualification of the tourist offering, as well as encouraging the development of the sector in collaboration with public and private actors in the territory.

The University Rovira i Virgili (URV) was created in 1991 with the aim of promoting knowledge in society contributing, thus, to the social and economic development of its surrounding environment. It is a reference in training and research in various fields of knowledge and study, which have been strategically grouped under the umbrella of the Campus of International Excellence Southern Catalonia. The Research Group on Functional Nutrition, Oxidation and Cardiovascular Disease (NFOC-Salud) participates directly in this project, with extensive experience in applied research, directly linked to the activity of education and health promotion in different fields and, specifically, to restoration, an essential point in many of the tourist experiences and that, with the social evolution, has become a central concern of society.

The Department of Tourism Innovation at the Eurecat technology centre brings together the experience and knowledge of the PCT Foundation for Tourism and Leisure in Catalonia and Eurecat. It is located on the URV University Campus in Vila-seca. It specialises in information systems, market intelligence, technology and product development. Its main activities are the development of innovation, the generation of knowledge, the improvement of the competitiveness of the tourism and leisure sector and the implementation of technological applications.

As a whole, Eurecat brings together the experience of more than 600 professionals and also serves 1,600 companies.

The Montblanc Town Hall adheres as an active participant to the project for the promotion of the heritage, following in this way the strategy of promoting the historical, cultural and gastronomic heritage of the municipality that has been developed lately. If one thing stands out about Montblanc, it is its historical foundation and evolution over the centuries. It is precisely for this reason that the focus of its operation is primarily on the historical, heritage and cultural fields.

The interior furnishings and hotel contract cluster and innovation hub. (CENFIM) is a private non-profit foundation that aims to promote competition of companies in the wood and furniture sector and other environmental products (flooring, textile, lighting, etc.), through innovation activities, projects and collaboration between companies. Founding members are the business associations of this sector in Catalonia, the administration and the Universitat Rovira i Virgili, with more than 120 associated companies representing the value chain. It is located in La Sénia (Montsià), a town with an important hub of furniture manufacturing and distribution companies. The furniture sector was severely affected by the economic crisis, which made it necessary to find new ways to recover. CENFIM has developed a line of work to help companies in the innovation of interior design equipment for tourist accommodations.

The Catalan Institute of Human Paleoecology and Social Evolution (IPHES) was created in December 2004 as a non-profit foundation through an initiative of the Catalan government, Universitat Rovira i Virgili (URV) and the city of Tarragona. It is an interdisciplinary institution of advanced research in prehistory and human evolution, with a strong commitment to science education and knowledge transfer to society. The social commitment to science of the IPHES has as its main objective to promote the knowledge of our evolution as a species and the cultural and ecological changes that have taken place in the past, with a critical look towards the present and the future of humanity. It offers high quality educational programs to promote scientific vocations amongst students and activities to circulate scientific knowledge among the general public. It collaborates with other institutions, universities and research centres at an international level and belongs to the Research Centres of Catalonia (CERCA).
